The process of Asset Management (AM) asks the following basic questions of a utility:

1. What level of service (LOS) do you want to provide?

2. What assets do you have?

3. Which assets are the most critical to provide that LOS?

4. How do you ensure the assets do their job over their life spans?

5. Do you have the money to get it all done?

In short, the process of AM touches upon 1) the inventorying and assessment of existing physical infrastructure, 2) the optimal management of such assets over an expected lifespan to provide a desired LOS, and 3) the planning/budgeting that goes into funding the maintenance and eventual replacement of such assets.

Similarly, “TMF Capacity” is the overall capability of a water system to consistently produce and deliver water meeting all national and state drinking water regulations via…Technical Capacity (having adequate physical infrastructure, certified operators), Managerial Capacity (ability to manage itself through ownership, organization, policies, communications with administration, staffing and customers) and Financial Capacity (having an adequate budget, fiscal controls and credit worthiness).  All public water systems regulated under the federal Safe Drinking Water Act must have adequate TMF Capacity, as codified locally under HRS 340E and HAR 11-20.

The nexus between AM and TMF Capacity is clear, as over 135 regulated water systems in Hawaii – most of them small (<10,000 pop) and therefore with limited resources - struggle with national issues like replacing aging infrastructure, funding of capital projects, retaining technical and operations staff, and maintaining rates and budgets that reflect the true cost of service.  This workshop provides an in depth look at both AM and TMF Capacity processes, with the intent to educate water system administrators, engineers, fiscal staff, operators, and their consultants on the diversity of solutions to meet these challenges.  Is your water system or client thinking about AM?
