Program Administrator in our Field Operations Division

Program Administrator in our Field Operations Division is responsible for directing and administering all the division’s programs. The Field Operations Division is responsible for the 24-hour operations, maintenance and repair of the water distribution infrastructure that includes all pipelines, valves, and hydrants; installation, maintenance and repair of all water meters and automatic meter reading components; maintenance of BWS buildings, grounds, and landscaped areas; base yard storerooms for materials and supplies; pipeline leak detection program; contract administration, evaluating infrastructure performance, and other related matters.

Duties and responsibilities may include but not limited to:

  • Determining division and program priorities for operations necessary to carry out the BWS vision, mission, goals, and objectives mandated by law and as determined by the Board, Manager and Chief Engineer.

  • Developing and justifying the operation budget for the division.

  • Serving as the principal advisor to the Manager and Chief Engineer.

  • Overseeing the coordination of work within and outside water system operations, resolving conflicts among programs, and coordinating activities with other divisions, branches, and non-BWS agencies and programs.

  • Performing other related duties as assigned.

Special Work Requirements: Position classified as a Disaster Response Worker and is required to staff the Departmental Operations Center (DOC) in times of emergency. Works in adverse weather conditions and additional hours as necessary to oversee and coordinate emergency repairs to restore water service as quickly and safely as possible.

 Program Administrator in our Capital Projects Division is responsible for leading and administering the BWS’s capital improvement program, which includes the engineering, design, and construction of waterworks projects and the repair and replacement of existing structural facilities, pipelines, and equipment.

Program Administrator in our Water System Operations Division is responsible for the distribution of water throughout the BWS system by regulation and diversion of water from the supply source through various storage facilities utilizing mechanical, electrical, and telecommunications equipment; the operation, control, maintenance and repair of pumping plants for the BWS island-wide water system, compliance with water quality standards; safeguard of water system facilities from unauthorized access, natural disasters and other emergency situations; and related programs.

Duties and responsibilities may include but not limited to:

  • Formulating and executing policies and division priorities, analyzing pertinent operational issues and information; and assessing the impact of proposed policies and guidelines to ensure efficient and effective service to BWS water consumers.

  • Developing and implementing short-term and long-term goals and objectives pertaining to the operation of the BWS water system; operation, maintenance, and repair of BWS pump and treatment facilities; repair and maintenance of the BWS fleet.

  • Overseeing the planning and review of division programs for the proper design, operation and maintenance of the water system facilities to ensure efficient, effective and timely distribution of quality water to BWS water consumers.

  • Developing and justifying the operating and capital improvement budget for the division, including the evaluation of the necessary resources and authorizes the redistribution of available resources to meet changing operational needs.

 Program Administrator position in our Water Quality Division.

Program Administrator in our Water Quality Division is responsible for planning, directing, organizing, administers and certifies the public health and safety, regulatory conformance and environmental protection of the department’s water sources, treatment, and delivery systems through program managers and staff in various specialized scientific and technical areas of expertise. The position has the final authority over subordinates’ water quality decisions. The position makes process control and system integrity decisions about water quality when advising GAC changeovers and reservoir chlorination dosages and frequencies, chlorination of new mains, placement of facilities in service based on Micro/Chem lab results and provides direction and guidance in response to water quality issues.

Duties and responsibilities may include but not limited to:

  • Planning, directing, organizing and administering the compliance and enforcement of the department’s water sources, treatment, storage and distribution system, operations, maintenance, planning, construction, renovation and remediation in accordance with all federal, state, and county drinking water and environmental protection regulations and statues, chemistry, microbiology, biochemistry, biology, and toxicology principles, public health statutes, regulations, standards, ordinances, permits, and water supply industry practices.

  • Planning, developing, directing, organizing and administering the centralized intra and inter-departmental and inter-agency planning, coordination and execution of various environmental studies and research programs, and the surveillance, identification, resolution, protection and mitigation of industrial, agricultural, radiological, biotechnological and other pollution threats including natural and man-made disaster threats and problems to the department’s drinking water sources, treatment, storage and delivery systems and the environment as a whole.

  • Determining, planning, directing, and administering the development, implementation and enforcement of department policies and procedures pertaining to water quality and environmental protection programs within the framework of federal, state and county regulations, statutes, rules and ordinances and the department’s goals, objectives, standards and requirements.

  • Analyzing all reports, studies, and information to assess the impact on water quality and environmental protection policies and changes on the provision of services to the general public.
